TVA has partnered with local power distributors for years offering financing assistance for the installation of a heat pump system in our homes. With a loan set up for as long as tens years we purchased the unit and repaid the loan with a payment added to our electric bill. This program has made it possible for many people to have energy efficient heat pumps who otherwise could not have afforded the purchase.

Many of our consumers have expressed interest in installing storm shelters or safe rooms in their homes but the costs made it prohibitive. JCIL suggest a program similar to the TVA program would allow low income people with disabilities and others the opportunity to be better prepared for threatening weather conditions. A loan could be arranged for the purchase and installation of the shelter and repaid by adding the payment to the utility bill.
